Previous special effects extravaganzas of the time such as Terminator 2: Judgement Day, True Lies, and even in many respects, Forrest Gump, were all able to deliver top-notch big-screen fun on budgets that were still considerably lower than Waterworld’s. The fact that it had such a high budget for the time likely contributed to this factor, as audiences were expecting something far more spectacular for such an exorbitantly high budget. In hindsight, it’s quite hard to believe that Waterworld didn’t perform better.
